Correctional Health Management was founded in 2020 by industry professionals within their respective expertise. Our executive leadership team represent a diverse makeup of specialties with the Detention, Custody & Corrections field. These specialties include front line jail operations and management, medical directors, behavioral health specialists, and reentry services coordinators. The makeup of our leadership team accurately reflects and mirrors the wraparound services we aim to provide every agency and their incarcerated population from in-custody to the community.

Paul M. Adler, DO, FACEP, MBA, is the founding executive of Correctional Health Management of California, Inc. Dr. Adler has extensive experience and specializes in Correctional Healthcare. He was the Medical Director for the Ventura County, California, Department of Corrections, has worked in Correctional / Jail / Prison Medicine & COVID-19 Preparation & Response. He has overseen the care of inmates in Jails in California and New York, as well as Prison inmates who have been transferred to county facilities to serve their terms for years in county jails in California. He has also overseen correctional health care in locked units in hospitals. Dr. Adler is the President of The Western American Correctional Health Services Association, which represents all clinicians and administrators in Jails/Prisons from Mississippi to California. He previously managed a County Health Department and oversaw correctional healthcare for the Westchester, New York Jail.
Dr. Adler has defended Jails and Prisons in Southern California, Idaho, Texas, North Carolina, New York, Pennsylvania, etc. He still works as a full-time practicing physician and has helped attorneys and insurance companies in Emergency Medicine, Nursing Home Medicine, Public Health and Hospital Administration since 1985. As a Chief Executive Officer of Correctional Health Management of California Inc., Dr. Adler oversees the delivery of medical services, oversees all medical providers, and ensures a high quality of care through direct oversight, as well as developing thorough policies and procedures.
Mr. Kelly Martin advises on the daily administrative operations through the management services organization, Correctional Health Management, LLC. Mr. Martin is the founding executive and brings two decades of custody operations and jail management experience. He is a Certified Jail Manager through the American Jail Association and holds a variety of memberships to include American Correctional Association and the American Jail Association. Mr. Martin serves as an auditor of adult detention facilities for the American Correctional Association across the United States. He holds a degree in Correctional Science and completed the Price Safe Communities Institute’s Public Safety Leadership Program from the University of Southern California.

Kyle Ragins, MD, MBA serves as the Director of Patient Care for Correctional Health Management of California, Inc. Dr. Ragins has a diverse background including including clinical practice in emergency medicine, addiction medicine, and urgent care; clinical administration (Los Angeles County Department of Health Services); management consulting; global health (World Health Organization); population health; health policy/advocacy; medical education (UCLA), and academic research.
Dr. Ragins is a leader in the innovative use of telehealth to provide on-demand care to safety net populations. He has extensive experience working for the Los Angeles County Department of Health Services, the nation’s second largest municipal health system, as a leader in the development of telehealth services during the COVID-19 pandemic. With LA County, Dr. Ragins has worked as the Director of Urgent Care, overseeing 9 clinical sites and more than 200 providers, delivering more than 120,000 visits per year, including integrated abilities to deliver on-demand video visits. Dr. Ragins also served as a core physician leader on the Virtual Healthcare Taskforce of Los Angeles County, overseeing system-wide deployment of video visits, and leading the development of new, message-based care options called eVisits. Furthermore, as a physician board certified in both emergency medicine and addiction medicine, Dr. Ragins led the development of a systemwide telehealth consulting service to provide low barrier access to medication assisted therapy (MAT) for patients experiencing substance use disorders (SUDs) in Los Angeles County.
Dr. Ragins completed his medical doctorate (MD) at the Yale School of Medicine and his masters of business administration (MBA) at the Yale School of Management. He completed residency training at University of California, Los Angeles (UCLA) in emergency medicine.
